The governance crisis is brewing from the moment in which it does not institutionalize its function. This analysis will consider the party bureaucracy a special case of organizations. Sociological research has made several conceptions explicit that serve as an essential background for the study that follows. In democracies, a type of organization is necessary, in organizations, there is a minority that holds the monopoly of power, and this partisan bureaucracy has the resources to perpetuate itself in it. This document suggests that the conditions of legitimacy, relevance, flexibility, autonomy, and coherence are a fundamental part of the design and redesign of democracies. Democratic governance depends, more than ever, on suggesting that the problems of ungovernability facing our government and the fragility of democracy have their origin in the so-called crisis of the party bureaucracy, from the moment in which these organizations have ceased to provide an efficient response and process the demands that society makes to the State. It concludes by stating that the functioning of the organizations that mediate the relationship between the State and society is an imperative that explains the uncertainty or consolidation of democracy.  ER -
