An analysis of the impact of public policies on the education of the Afro-Colombian population JF - Religación JA - rgn VL - 8 IS - 35 SE - South-South DO - 10.46652/rgn.v8i35.867 UR - https://revista.religacion.com/index.php/religacion/article/view/867 SP - e230867 AB - This text is an informative summary that covers the discussion around the qualities of quality, relevance, and applicability of public policies in Colombia referring to ethno-education, that is, education in contexts where predominates the presence of one or several ethnic groups, in which this factor has a differential impact on the needs and demands in this sphere of social life and human development. It is developed from a qualitative methodology that includes a historical analysis of the panorama that precedes the current state of rights and capacities of the Afro-descendant population in some areas of the country. It also includes an evaluation of the institutional legal framework that cements the possibilities of an education differentiated by ethnic factors that is limited to the Afro-Colombian population, and that is not an extension of indigenous ethno-educational institutions, which is one of the main problems that we could identify. Finally, some points of comparative analysis were proposed between the current public policies in this matter, crossed by the scope and shortcomings in terms of quality, relevance, and applicability, which allows us to show that there is no effective use of the current institutionality, since, despite legislative attempts to regulate and intervene in a timely manner in these contexts, much of this regulation does not go beyond nominal instances in debates and on paper. This is why it is necessary to propose a new public policy of ethno-education that allows resolving conflicts and violations towards the Afro-Colombian community from its structural foundations and, therefore, offers guarantees in the field of education.
