Abstract

For several decades in Political Science has been talking about the crisis that the traditional models of government are experiencing and the new and necessary ways of interpreting reality. To mention some of these bankruptcies, we must bear in mind that the welfare state is in crisis, social democracy in the UVI, globalization makes us small, traditional management models of public affairs are absurd and ineffective, nation states Are dissipating and representative democracies are criticized as inefficient. The paradigm shift postponed for a long time must have an impact on social governance, which in turn counts on public policies away from the traditional ways of governing, without destroying the welfare state.
