Optimization of post-election processes in Ecuador through ISO 54001, an approach to electoral efficiency
Abstract
The study examines the optimization of post-election processes in Ecuador through the implementation of ISO 54001:2019, with the purpose of improving electoral transparency and efficiency. Challenges such as cyber security, unequal access to technology and the lack of independent audits are identified, which affect citizens’ confidence in the democratic system. Through a mixed approach, polls were conducted among election officials in Esmeraldas, Tungurahua, and Pastaza, complemented by an interview with the director of the Provincial Delegation of Tungurahua. By analyzing data with SPSS and linear regression models, it was determined that the standard has a positive impact on electoral efficiency, highlighting the highest correlation in Esmeraldas and the lowest in Pastaza. The standardization of procedures allows to reduce processing times and minimize errors in data management, strengthening the credibility of the system. However, institutional resilience and insufficient technological infrastructure represent significant obstacles to its implementation. It is recommended to strengthen staff training, improve infrastructure and develop strategies to mitigate resistance to change. Comparing experiences in Mexico and Colombia, it is concluded that the adoption of international standards improves electoral management and citizen confidence. It is suggested that future studies be undertaken to assess their long-term impact.
