Municipal open government, Degree of Human Development and the Functional Capabilities Index in the State of Mexico

Abstract

The global economic recession of 2008 affected the level of well-being, causing government action to enter a severe crisis of legitimacy, with political disaffection that deteriorated the democratic image of governments. Due to the above, the topic of Open Government arises in the public conversation as an alternative to improve the degree of governance through transparent, inclusive, and collaborative management beyond the political sphere, since it also requires a change in the values and actions under which the various interactions between state and non-state actors are cemented. The objective is to make a diagnosis on the degree of implementation of actions and programs within the framework of the GA in the municipalities of the State of Mexico with the highest and lowest Human Development Index, considering their Municipal Functional Capabilities index. The research question: ¿Why do some municipalities in the State of Mexico develop their actions aimed at promoting open government with greater success and why others not so much? The collection of information and values was carried out through exhaustive observation of the municipal governments through their web pages and social networks between the months of February, March, and April 2022, analyzed with various statistical techniques. The sample was from six municipalities of the State of Mexico, divided into two strata: the first, with a very high Human Development Index and the second, with a low Index. As a result, it can be affirmed that the degree of municipal open government is linked to the Degree of Human Development that the societies of the various municipalities have achieved, providing their governments and citizens with greater economic and sociocultural resources, in addition to the degree to which Find your Municipal Functional Capabilities Index.
