Abstract

While it is true that the scientific study of political elites was not addressed until the second half of the nineteenth century, it is no less true that ruling elites have always existed. This article aims to address the role of organizations, namely the General State Administration, the support of political elites, their relations with power and the institutionalization of public authority.
