Project Management: Rights and Obligations of Pedestrians on Urban Roads. Case Study of Sancán Site

Abstract

This research examines the rights and obligations of pedestrians on urban roads in the Sancán site, through a qualitative approach. The study analyzed 13 streets as the main sample, identifying significant patterns in pedestrian behavior and circulation conditions. The results reveal that most streets lack basic infrastructure, such as sidewalks and adequate paving, causing pedestrians to walk in the middle of the roads or in inappropriate spaces, rather than walking against the flow of vehicular traffic. Notably, even on the only street that has sidewalks and cobblestone paving, pedestrians continue to walk on the roadway. These findings evidence that the absence of pedestrian infrastructure and the lack of road safety education contribute to non-compliance with safety regulations, jeopardizing the integrity of road users. The research provides valuable information for designing interventions that improve urban pedestrian safety.
