Práticas de desenvolvimento de talentos humanos e eficácia das aquisições: implicações para o servidor de aquisições públicas do Ministério da Saúde da Província de Cotopaxi
Resumo
O estudo analisou o impacto das práticas de desenvolvimento de talentos humanos sobre a eficácia das compras públicas no Ministério da Saúde da Província de Cotopaxi. Usando uma abordagem quantitativa, não experimental e correlacional, foi aplicada uma pesquisa a 29 usuários do departamento de compras públicas dessa instituição. Foi utilizado um questionário validado e adaptado de Jaffu & Changalima, com uma confiabilidade de 97%. Os resultados da modelagem de equações estruturais (SEM) e da análise de critérios de Fornell e Larcker revelaram um impacto positivo do desenvolvimento de talentos humanos na eficácia das aquisições (PCE) (coeficiente de caminho = 0,413) e na avaliação de desempenho (PE) com um valor de 0,802. A abordagem de teste de hipóteses revelou uma forte influência do desenvolvimento profissional (PD) no treinamento (FM) (0,837). O FM mostrou um impacto moderado na eficácia das aquisições (0,253), enquanto a influência do DP no DBS foi fraca (0,131). Esses resultados confirmam a hipótese de que as práticas de desenvolvimento de talentos humanos têm um impacto positivo na eficácia das aquisições.
