Human talent development practices and procurement effectiveness: implications for the public procurement server of the Provincial Ministry of Health of Cotopaxi

Abstract

The study analyzed the impact of human talent development practices on the effectiveness of public procurement in the Cotopaxi Provincial Ministry of Health. With a non-experimental and correlational quantitative approach, a survey was applied to 29 users of the public procurement department of that institution. A validated questionnaire adapted from Jaffu & Changalima (2023), was used, with a reliability of 97%. The results of structural equation modeling (SEM) and Fornell and Larcker's criteria analysis revealed a positive impact of human talent development on the effectiveness of public procurement (PCE) (path coefficient = 0.413) and performance evaluation (PE) with a value of 0.802. The hypothesis testing approach determined a strong influence of professional development (PD) on training (FM) (0.837). FM showed a moderate impact on procurement effectiveness (CPE) (0.253), while the influence of DE on CPE was weak (0.131). These results confirm the hypothesis that human talent development practices have a positive impact on procurement effectiveness.
