Evaluation of the impact of participatory budgeting on the quality of public services in the Riobamba cantón
Abstract
The study analyzed the relevance of participatory budgeting to the quality of public services in Riobamba, recognizing limited citizen participation as a problem affecting efficiency, coverage, and satisfaction. The objective was to measure the impact by identifying achievements, limitations, and benefits of optimizing the local government participatory model. A quantitative methodology was implemented using a non-experimental, descriptive, and correlational design. A sample of 110 users and 10 officials was sampled using a structured questionnaire focused on the SERVQUAL model. Factor analysis validated the instrument, recognizing components such as community, social impact, and transformative activity. A Spearman coefficient of 0.863 was obtained, indicating a high positive correlation between participation and service quality, supporting the hypothesis. Finally, it was concluded that although the legal framework exists, its enforcement is weak, and limited participation negatively affects it. However, strengthening participatory approaches can optimize the effectiveness, legitimacy, and satisfaction with government services.
