Abstract
This article analyzes the efficient management of road projects implemented in the province of Azuay, Ecuador, through the application of strategic management as a tool to optimize technical and administrative processes in the public sector. Using a documentary and comparative approach, the study examines the main theoretical foundations that support efficiency in public management, technical performance indicators, and institutional control mechanisms applicable to provincial public companies. The case study focuses on ASFALTAR EP, the Public Company of Aggregates and Asphalt of Azuay, which is responsible for the execution of road works in the province during the period 2021–2024. Analysis categories related to project planning, execution, and evaluation are developed, identifying the influence of strategic management on operational, financial, and quality results. The purpose of the study is to propose a methodological basis to strengthen technical-administrative efficiency in road project management, aligned with sustainability, transparency, and public value guidelines promoted by national and international institutions.
