Abstract
This research analyzes the effects of potable water service on the gastronomic sector in Ibarra, Ecuador, employing a mixed-methods approach that integrates 52 questionnaires administered to establishments, 622 technical water quality measurements, and interviews with 4 key stakeholders. Grounded in theories of endogenous development, territorial competitiveness, and integrated water resources management, the study applies descriptive and inferential statistics (Spearman correlations, chi-square tests) and content analysis, methodologically triangulating the findings. The results reveal that, although 75.5% of measurements comply with INEN 1108:2020 standards, critical deficiencies exist in service continuity and pressure, generating significant operational and economic impacts (86.5% purchase bottled water, 13.5% invest in storage tanks), affecting a sector that represents 20% and 30% of local tourism expenditure. The triangulation demonstrates convergence among institutional actors in prioritizing investments in new water sources and distribution infrastructure over treatment facilities, alongside divergence between satisfactory technical quality and problematic user perceptions. The findings contribute to the body of knowledge on public service management and sectoral competitiveness in intermediate cities, providing empirical foundations for local public policies aimed at strengthening water infrastructure as a factor of territorial economic development.
